Milan Comprehensive Plan Update – General Information

What is a Comprehensive Plan? 

A village’s comprehensive plan is composed of several elements including the community vision, goals, objectives, land use, infrastructure, services, and implementation strategies. It is a valuable document with the following purposes: legal, educational, guidance, coordination, and needs identification. The plan declares the community purpose and policies, as well as guides land use decisions and investments. 

Illinois statutes give authority to the Planning Commission to prepare and recommend a plan for the present and future development or redevelopment of the village and can plan for up to 1.5 miles from the existing village limits, establishing reasonable requirements related to public services and facilities, such as roads, water supply, wastewater collection, and parks.

As a guidance document to support land use decisions, the plan’s goals and objectives transform the community vision into achievable tasks. It provides the basis for decisions on land use, public infrastructure and services, public facilities, growth, development, and level of public investment needed to meet future community needs.

What is the Process and Public Comment Opportunities? 

The Village Board and Planning Commission will oversee the plan development through October 31, 2026. Bi-State Regional Commission will guide the Village through the plan development process to create a draft plan update. Public comment opportunities include Planning Commission meetings and a visioning workshop. A public hearing will be held in Fall 2026 to accept comments on the draft plan with a recommendation from the Planning Commission to the Village Board for consideration of approval. The Visioning Workshop is an important opportunity for the public to express how they would like to see Milan grow and develop over the next 10 to 15 years.

A visioning workshop will be held on Wednesday, July 15, 2026 at 6:00 – 8:00 p.m. at the Camden Center, 2701 1st Street E., Milan, Illinois. During the workshop, citizens will learn about the comprehensive planning process, and will have an opportunity to offer input regarding how future land use and community assets/infrastructure may be developed, where it is preferred, and when it may be needed.

The public’s input will help refine the community vision and goals for the Village as part of the comprehensive plan. Staff from Bi-State Regional Commission will facilitate the meeting. The meeting is open to the public, so please be a part of Milan’s future vision, and bring friends and neighbors.
