 ORMATION\n\nWHAT IS A COMPREHENSIVE PLAN? \n\nA village’s comprehensive
  plan is composed of several elements\nincluding the community vision\, go
 als\, objectives\, land use\,\ninfrastructure\, services\, and implementat
 ion strategies. It is a\nvaluable document with the following purposes: le
 gal\, educational\,\nguidance\, coordination\, and needs identification. T
 he plan declares\nthe community purpose and policies\, as well as guides l
 and use\ndecisions and investments. \n\nIllinois statutes give authority 
 to the Planning Commission to prepare\nand recommend a plan for the presen
 t and future development or\nredevelopment of the village and can plan for
  up to 1.5 miles from the\nexisting village limits\, establishing reasonab
 le requirements related\nto public services and facilities\, such as roads
 \, water supply\,\nwastewater collection\, and parks.\n\nAs a guidance doc
 ument to support land use decisions\, the plan’s\ngoals and objectives t
 ransform the community vision into achievable\ntasks. It provides the basi
 s for decisions on land use\, public\ninfrastructure and services\, public
  facilities\, growth\, development\,\nand level of public investment neede
 d to meet future community needs.\n\nWHAT IS THE PROCESS AND PUBLIC COMMEN
 T OPPORTUNITIES? \n\nThe Village Board and Planning Commission will overs
 ee the plan\ndevelopment through October 31\, 2026. Bi-State Regional Comm
 ission\nwill guide the Village through the plan development process to cre
 ate\na draft plan update. Public comment opportunities include Planning\nC
 ommission meetings and a visioning workshop. A public hearing will be\nhel
 d in Fall 2026 to accept comments on the draft plan with a\nrecommendation
  from the Planning Commission to the Village Board for\nconsideration of a
 pproval. The Visioning Workshop is an important\nopportunity for the publi
 c to express how they would like to see Milan\ngrow and develop over the n
 ext 10 to 15 years. \n\nVISIONING WORKSHOP NOTICE \n\nVILLAGE OF MILAN\,
  ILLINOIS COMPREHENSIVE PLAN\n\nA visioning workshop will be held on Wedne
 sday\, July 15\, 2026 at 6:00\n– 8:00 p.m. at the Camden Center\, 2701 
 1st Street E.\, Milan\,\nIllinois. During the workshop\, citizens will lea
 rn about the\ncomprehensive planning process\, and will have an opportunit
 y to offer\ninput regarding how future land use and community\nassets/infr
 astructure may be developed\, where it is preferred\, and\nwhen it may be 
 needed.\n\nThe public’s input will help refine the community vision and 
 goals\nfor the Village as part of the comprehensive plan. Staff from Bi-St
 ate\nRegional Commission will facilitate the meeting. The meeting is open\
 nto the public\, so please be a part of Milan’s future vision\, and\nbri
