Request for Proposals to Acquire Village Owned Real Estate
The Village of Milan (hereinafter the “Village”) owns a tract of real estate within the corporate boundaries of the Village and within the corporate boundary of the Milan Tax Increment Financing District known as Milan TIF District I (hereinafter the “TIF District”); The Illinois Tax Increment Allocation Redevelopment Act (hereinafter the “TIF Act”) authorizes the conveyance of municipal owned real estate in a manner and at such price as the municipality determines is reasonable and necessary to achieve the objectives of the TIF Redevelopment Plan and Project (65 ILCS 5/11-74.4-4). The TIF Act further provides that said conveyance must be made after approval of an ordinance by the corporate authorities and after public disclosure of the terms of such disposition and all bids and proposals received in response to the Village’s Request for Proposals. Therefore, it is authorized by the Mayor and Village Board of Trustees of the Village of Milan as follows:
- The Village intends to convey the real estate located at 226 East 3rd Avenue, Milan, Illinois, and is hereby accepting Request for Proposals from any party interested in acquiring such real estate. Such real estate is assigned a PIN of 16-24-106-026 and is further described as follows:
THE NORTH 135 FEET OF THE WEST HALF OF LOT NUMBER 27 IN
WITTER AND WALKERS ADDITION TO THE VILLAGE OF MILAN,
SITUATED IN THE VILLAGE OF MILAN, COUNTY OF ROCK ISLAND
AND STATE OF ILLINOIS;
- The purpose of the conveyance is to allow construction of a single-family home for low-moderate income persons for home ownership purposes.
- Any party that is interested in acquiring such real estate shall submit a sealed proposal for said acquisition to Village Administrator Steve Seiver on or before 11A.M.on May 12, 2015.
- Proposals shall contain the offered price and proposed terms of acquisition. Proposals shall be submitted at Village Hall, 405 E. 1st Street, Milan, IL 61264, during regular business hours. Any questions regarding this matter shall be directed to Village Administrator Steve Seiver at 309-787-8507 (Village Hall).
- The Village retains the right to select any Proposal received in accordance with the requirements of the TIF Act and further to reject any or all Proposals received.
NOTICE TO MILAN RESIDENTS - April 9, 2015
The Village Clerk may provide for the removal of weeds and/or grass over TEN (10) inches in height on private property within the Village when the owner of such property, after reasonable notice, refuses or neglects to cut said weeds or grass. Reasonable notice shall consist of one (1) publication of this section in a newspaper of general circulation within the Village in addition to the following. When the property owner has been notified of a violation of this section during the previous growing season, the property owner shall be notified by letter at the beginning of the current season of the property owner's obligation to provide for the cutting of weeds or grass on the property. The notice shall constitute reasonable notice for the entire growing season. When the property owner has not been notified of a violation of this section during the previous growing season, the property owner shall be provided, by letter, a ten-day time period in which to arrange for the removal of weeds and grass currently in violation of this section. This letter will constitute reasonable notice for the remainder of the growing season. If subsequent violations are observed during the same growth season, the grass and weeds will be cut immediately and the owner will be billed for the cost thereof. Further penalties shall apply per Chapter 4 of Title 5 and Section 1-4 of the Milan Municipal Code.
